Bulletin No 3 - Final Instructions Part 1

Hopefully by now your preparations for the event are nearly complete, and you are raring to get to Bonny Scotland to start the event. This Bulletin contains a number of important details, so please read it carefully. We are all looking forward to meeting you at Glenkinchie.

1 Classes (Article 6) The breakdown of classes is given on the attached entry list.

2 Awards (Article 23) The “Malt of the Day” will be an extra award that will be given to the best performance in each Age Category on each day of the rally. Each crew may only win one of these awards throughout the duration of the event. The awards for the first three days will be presented during the Ceilidh at Talisker, the remaining awards will be presented at the Prizegiving Luncheon.

Nationality Awards will be presented to the best driver who is either a national of or resident in the country concerned. In the case that the driver is a national of a different country to that in which he is resident, he must nominate the nationality award for which he he wishes to compete. Please register for this at Documentation.

3 Ferries As you will be aware, car ferries are used on this event on Thursday and Friday. It is imperative that you follow the instructions you are given with respect to arrival times at the ferry head and time of ferry that you travel on. Failure to do this could mean that you or another competitor will be left behind - you have been warned!

4 Running Order Normally cars will run in numerical order, however on Thursday and Friday, the ferry allocations mean that although cars will still run in numerical order within their Age Categories, the Categories will run out of order. On Thursday and Friday, the Age Category order will be A, B, E, CD, F. Please be aware of this, although of course the time at which you are due at all Major Controls will be shown on your Time Cards.

5 Foot and Mouth Disinfection Although the Foot and Mouth epidemic is now in decline, recent outbreaks have reminded everyone not to relax any precautions. This event is the longest rally to run in the UK since the outbreak began so we must be more careful than most that there is no possibility of spreading disease. To achieve this, all cars will be disinfected to DEFRA/Scottish Ministry of Agriculture standards prior to scrutineering at Glenkinchie. This will be undertaken using a low pressure spray of government approved disinfectant. The spray must be applied to a clean surface and will not be capable of removing ingrained dirt, so please turn up at Glenkinchie with the underside of your car as clean as possible, and definitely with no build up of mud. This applies particularly to the wheel arches.

Please also be sensible about your choice of route to the event. A number of the recent outbreaks are on routes to Glenkinchie. Keeping to main roads ought to be safe, but if you do want to take a scenic route, please be careful to avoid any areas that have recently been infected.

6 Scrutineering and Documentation These will take place at Glenkinchie Distillery, between 10.00 and 16.30 on Saturday 15 September. Lunch will be served from 11:30 to 13:00.

Enclosed is a section of Tulip Roadbook starting at the Carfraemill Hotel roundabout at the junction of the A68 and A697 in grid square D6 on page 82 of the Ordnance Survey Atlas.

Directions to Glenkinchie Distillery:

From the A1 at Newcastle
take A696, then A68 via Jedburgh and Lauder to the Carfraemill Hotel roundabout then use the Tulips

From the M6 at Carlisle
(i) take the A7 via Hawick, Selkirk and Galashiels
(ii) at Galshiels take the A6091, then the A68 through Lauder to the Carfraemill Hotel roundabout then use the Tulips

From Edinburgh
take A68 through Dalkeith; approx 6 miles after Dalkeith, turn L on A6093 - Glenkinchie Distillery is signposted from this junction. The Tulips do not apply to this route.

The procedure for Documentation and Scrutineering is shown on the attached plan; please follow in numerical order.

Prior to Scrutineering, you must collect your rally number plates and side panels from the Documentation office, and affix these as stated in the Regulations (Article 9).

At Scrutineering, cars will be inspected for general roadworthiness, eligibility and compliance with the Regulations. If the car is UK registered, a current MoT Certificate and tax disc must be produced. A noise test will be carried out.

After Scrutineering, crew members must return to the office for Documentation. You will be required to produce:

• valid HERO club membership card for each crew member. If you do not currently hold a valid card, these will be distributed at Glenkinchie

• driving licences for at least the first two drivers

You will be asked to complete or hand in:

• Charity Shield Entry Form

• Team Entry

• any outstanding fees; these must be paid in CASH

The following will be given out at Documentation:

• Road Book (2 volumes) including all test instructions; check that ALL pages are there

• Separate Road Book for Familiarisation Run

• Time Cards (showing your own scheduled and last permitted times at Major Controls, and the opening and closing times for each control and test)

• Damage Declaration Form

• Competitor’s Query Form

• Competitor Identity Badges: these must be worn throughout the event, to gain admission to official functions and to qualify for free event meals

When the rest of Documentation is completed, all crew members must sign on.

7 Optional Familiarisation Run During the afternoon of Saturday 15 September, we will be organising a short optional briefing and familiarisation run aimed at those competitors who have never done an event of this nature before. The briefing session will last about an hour and will start at 13:00. Crews will then be allowed to start the familiarisation run between 14:00 and 15:00. This run will consist of a road section, a regularity section and a test and will take you about an hour to complete. Although there will be familiarisation controls on all of the sections, no results will be calculated.

8 Baggage Van The organisers will provide a baggage van that will be at the locations shown below. This can carry one normal sized suitcase per crew. It is the crew’s responsibility to drop their luggage off and pick it up each day - this may require you to travel with all of your luggage for up to 20 minutes or so. All luggage to be carried this way must be clearly marked with the competitor’s rally number to ease identification.

9 Emergency telephone numbers For any medical emergency, road traffic accident or fire, you must IMMEDIATELY telephone 999 for the appropriate public emergency service. The organisers’ assistance service is not equipped to deal with serious incidents. If you do need to contact Rally HQ, the mobile telephone number is 07979 243761; other numbers are shown below.

10 Notification of retirement If you cannot start, or retire en route, please send a fax to the following points between the times shown, where it can be handed to the Secretary of the Meeting. Please do not abuse this service as we rely on the goodwill of the venue owners for the use of their fax machine.

11 Judges of Fact All officials named in the Regulations, Bulletins and Final Instructions are deemed Judges of Fact. In addition, all Course Car crews and marshals at controls, checks, tests and timing points will be deemed Judges of Fact in respect of their official duties. This includes checks set up to observe driving behaviour, noise etc.

12 Road Safety Please remember that

(i) The event takes place mostly on roads open to the public. Do not break the law, and drive at all times with due consideration for other road users. Rallying is not universally welcomed in Scotland, and your good behaviour is crucial to the future of our sport. At least one of the Police Authorities along the route will have officers out specifically to observe your driving standards - you have been warned!

(iii) One of the commonest causes of serious accidents in Britain is continental motorists driving on the right in a moment of forgetfulness. Particular danger spots are

(a) When pulling out on to a road after stopping, or at a T-junction - especially on leaving a meal or fuel stop

(b) After a single track stretch, when the road becomes two lane again

(c) At passing places on single track roads - remember to go or keep to the LEFT

13 Baulking The event uses many narrow roads where overtaking is difficult. If another car (competitor or otherwise) comes up behind you, it is obligatory for you to slow down and pull over to let them by, even if this means coming to a complete stop in a narrow gateway. The penalties for baulking (Regulations, Article 14) will be strictly applied. Do not allow a line of rally competitors to build up behind you, as this forms an instant queue (with consequent delays) at the next test of regularity start

Please let rally officials overtake - they may be late for their next control!

14 Recovery Services Throughout the event, there will be a sweep vehicle following the route of the event. The purpose of this vehicle is to provide quick fix help to any competitor in difficulty. It is not there to recover or repair serious problems with competing cars.

The sweep vehicle is being manned by Bill Price and Brian Moylan, famous technical members of the BMC works rally team in the sixties, who have written books about their experiences.

15 Maps Our official supplier is Rallymaps, 107 Sydenham Avenue, Belfast, BT4 2DP, tel (+44/0) 2890 808808, fax (+44/0) 2890 808809. Not only are they able to supply the Ordnance Survey Atlas and any other maps you require at discounted prices, but they have also produced an excellent Mapbook which contains maps with the entire route already marked, including town maps and other enlargements where required.

If you have not yet taken advantage of these map offers, we recommend that you do so as a matter of urgency - orders will be available for collection at Documentation.

16 Insurance As stated in Article 25 of the Supplementary Regulations, at least two drivers of the car must be covered by at least the legal minimum third party insurance required by the UK Road Traffic Acts. Therefore, at least two crew members will be required to sign a declaration to this effect at Documentation. If your normal insurance policy does not cover rallying, you must take out cover under the Alexander Forbes Scheme (previously known as the Bradstock Scheme) as detailed in the Regulations.

Competitors not being able to declare in writing that they have sufficient insurance cover will NOT be allowed to start and no refund of entry fee will be made.

17 Hotels Enclosed with this document is your individual hotel rooming list for the rally. In some overnight halts many different hotels are being used. Although all of these hotels have been approved by the organisers, they inevitably vary in standard. We have tried to give everyone a fair balance of quality over the event as a whole. Do please bear with us in what has been a difficult task.

18 Official Photographers Our official Competitor Photographer, Tom Coffield Snr, will be out and about throughout the six days of this year’s rally. He will have shots from the first few days of the rally available for viewing and ordering by the end of the event, and proofs of all shots of your car will be mailed to you at home a few days after your return.

Our official Press Photographer, Mike Johnson, will also cover the whole event - please help him if asked (e g by moving your car or yourself).

19 Functions During the event there are a number of evening functions that are detailed below. We appreciate that many of you do not have room to carry smart clothes around with you, so there is no formal dress code. Final arrangements for the functions will be distributed at Glenkinchie and displayed on the Official Notice Board.
