Bulletin No 2 - Final Instructions Part 1 (3 sheets/6 sides)

Welcome to "the Malts"! We are all looking forward to meeting you in Edinburgh. This Bulletin contains a number of important details, so please read it carefully.

2 Amendments to Reliability Trial Regulations

(i) Officials (Article 2) The following list replaces that in the Regulations:

Classes (Article 6) The breakdown of classes is given on the attached entry list. This may be further amended if competitors withdraw and leave existing classes unviable. The normal minimum viable size is three cars.

LET US KNOW URGENTLY IF YOU HAVE A CHANGE OF VEHICLE AND/OR CLASS.

(ii) Prohibited Equipment (Article 8) The use of any form of communication to transmit or receive prior information about the location of secret controls will result in immediate exclusion. While the car is moving during the running of the event, mobile phones must be switched off and carried in the crew’s luggage, in the car’s luggage compartment. Crews must complete the official Mobile Phone Declaration and hand it in at Documentation.

All supplementary tripmeters or average speed calculating devices must be affixed to the car’s dashboard, and be clearly visible to event officials at all times. They must be in place and declared at Scrutineering. The use of hand-held or concealed devices of this kind is prohibited; the penalty for contravention is exclusion.

(iii) Average Speeds (Article 14) Age Category CD will run to the same average speeds as Categories E & F.

(iv) Controls (Article 15) Maximum permitted lateness at Major Controls for Age Category CD will be 45 minutes. In the fourth paragraph of Article 15, for “Blue Riband” read “Red or Blue Riband”.

(v) Regularity Sections (Article 17) Insert after the fifth paragraph: “Competitors will be deemed to have approached a Timing Point from the wrong direction only if they actually cross the control line the wrong way.”

Add to the existing sixth paragraph: “Competitors overshooting the Stop Astride line at a Timing Point will be penalised 10 marks. Competitors not stopping at all will be deemed not to have visited that control.”

(vi) Tests (Article 18) In the sixth paragraph, for “step astride” read “stop astride”.

There will be a lap time consistency test at Knockhill Racing Circuit. This will be electronically timed to 0.1 second. The penalty will be 0.1 mark per 0.1 second. Full details will be given in the individual test instructions.

(vii) Penalties (Article 21) In the second paragraph, remove “(ii) each day’s Restart Control”; “(iii)” becomes “(ii)”. In the third paragraph, remove “(i) concours”; renumber (ii), (iii) and (iv).

In the penalty table:

21(h): the Regulation referred to is Article 17 (ninth paragraph)

After 21(i) add new line: “Overshooting the Timing Line at a Regularity Timing Point: 10 marks”

After 21(l) add new line: “On circuit consistency test, average variation from target lap time: 0.1 mark per 0.1 sec”

21(m): for “step outside” read “stop astride”

(viii) Awards (Article 23) Nationality awards will be made to the best driver of each nationality as declared to the Organisers and printed on the enclosed Entry List, which must be their passport nationality, country of birth, country of ancestral origin, or present country of residence. If they are in a national team, it must be of the same nationality.

Each crew member will receive a Malts Rack, a handsome show cabinet for 10 miniatures of whisky. To minimise risk of damage, these will be handed out at the Finish Control (Scone Palace). The miniatures themselves will be handed out ONLY at the distilleries in question, by the HERO marshals there; to have a full cabinet, you MUST visit each of the distilleries in question.

(ix) Results and Protests (Article 22) Interim results for each of Days 1 to 4 will be posted at the following day’s Restart Control. Provisional results for the full rally will be posted at the Marriott Dalmahoy Hotel at or before 22:00 on Friday 16 May. Any queries or protests in respect of these must be made by 22:30 or within 30 minutes of their being posted, whichever is the later.

(x) Insurance (Article 25) Alexander Forbes have discontinued their Motor Sports Club Scheme for third party cover - delete reference to this. We have been able to negotiate an alternative scheme with another insurer, Competitive Car Insurance. For more information, contact Tracey or Alan on 01159 415255.

3 Amendments to Classic Car Tour Regulations

(i) Officials (Article 3) The Tour Leaders will be John Parker and Mike Allen. They will meet all participants at the Briefing at 17:00 on Sunday 11 May.

(ii) Route Instructions (Article 6) These will be in the form of (i) a Rallymaps A3 colour mapbook produced especially for the Classic Car tour; and (b) a set of Touring Notes, drawing attention to places of interest. Please note that the entry fee does not in general include the admission fee to historic houses and other visitor attractions.

(iii) Checkpoints (Article 7) There will now be a number of these each day, at places of interest along the route. They will be designated TC (Tour Checkpoint) on your mapbook and other paperwork. At each of these Checkpoints, you must get your Checkpoint Card signed or stamped to qualify for a Blue Riband (see below).

(iv) Souvenir Awards (Article 8) The Class One souvenir will be a Medallion with Blue Riband, and the Class Two souvenir will be a Medallion with Red Riband. In the Classic Car Tour division of the Concours, there will be prizes for the first three places. Other awards will be as per Regulations.

5 Scrutineering Scrutineering will take place at the Ocean Terminal, Leith, between 10:00 and 15:00 on Sunday 11 May. Only the first driver need attend. If you need late scrutineering, contact the Chief Scrutineer on mobile (+44/0) 7711 630707.

The Scrutineering procedure is as follows:

(i) On arrival, collect rally numbers. Before your car is scrutineered, affix these as stated in the Regulations (RT Article 9) - you will be able to do this under cover if it is raining.

(ii) Undergo Noise Test.

(iii) Have car scrutineered. It will be inspected for eligibility, and for compliance with the Regulations. If the car is UK registered, a current MoT Certificate and tax disc must be produced.

(iv) Proceed in your own time to Documentation

An adjacent area for unloading cars from trailers or transporters will be made available - see map. Trailers and transporters may NOT be left here, and are liable to be towed away or locked in if they are.

Trailer parking is available free of charge at the Marriott Dalmahoy Country House Hotel (the rally finish HQ). This is on the A71, approx 7 mi (11 km) SW of Edinburgh city centre. The lower car park will be cordoned off and signposted for the rally’s exclusive use between 9 and 17 May.

Lunch and refreshments will be available at several restaurants inside the Ocean Terminal shopping complex. Why not take advantage while here of the opportunity to visit the former Royal Yacht Britannia? Discount vouchers will be enclosed with your rally numbers.

6 Documentation All crew members must report for Documentation in the St Giles Room of the Crowne Plaza Hotel. This will be open from 11:000 to 16:00. If you need late documentation, contact the Secretary of the Meeting on mobile (+44/0) 7786 333820.

You will be required to produce:

• valid HERO club membership card for each crew member. If you do not currently hold a valid card, these will be given at Documentation

• driving licences for at least the first two drivers

You will be asked to complete or hand in:

• Charity Shield Entry Form

• Team Entry (RT only)

• any outstanding fees; these must be paid in CASH

The following will be given out at Documentation:

Reliability Trial

• Roadbook (2 volumes) including all test instructions; check that ALL pages are there

• Rallymaps RT Mapbook (to competitors who ordered them)

• Time Cards (showing your own scheduled and last permitted times at Major Controls, and the opening and closing times for each control and test)

• Damage Declaration Form

• Competitor’s Query Form

Classic Car Tour

• Rallymaps CCT Mapbook (to all)

• Touring Notes

• Checkpoint Cards

All participants

• Identity Badges: these must be worn throughout the event, to gain admission to official functions and to qualify for free event meals

All crew members must sign on.

7 Reliability Trial Beginners’ Navigational Briefing Between 13:30 and 15:00 on Sunday 11 May, Hywel Thomas will conduct a navigation and timekeeping briefing for Reliability Trial competitors who have not done an event of this kind before. It will deal primarily with navigation by the Tulip roadbook, and timekeeping using Liège timers.

8 Practice and Trip Setting Run Part One of the main RT rally roadbook will include an optional 25 mile (40 km) route out into the countryside. The purpose of this is to enable all crews to set their trip meters, and beginners to familiarise themselves with the Tulip style of roadbook. There are no marshals, and this run may be done at any time.

Please note that the first Regularity Section on Monday will be a full practice run. Although it will be properly marshalled and timed, no time penalties will be given. You will however incur normal penalties for failing to pass through the section or visit the controls.

9 Road Safety Please remember that

(i) The event takes place mostly on roads open to the public. Do not break the law, and drive at all times with due consideration for other road users. Rallying is not universally welcomed in Scotland, and your good behaviour is crucial to the future of our sport. At least one of the Police Authorities along the route will have officers out specifically to observe your driving standards - you have been warned!

(iii) One of the commonest causes of serious accidents in Britain is continental motorists driving on the right in a moment of forgetfulness. Particular danger spots are

(a) When pulling out on to a road after stopping, or at a T-junction - especially on leaving a meal or fuel stop

(b) After a single track stretch, when the road becomes two lane again

(c) At passing places on single track roads - remember to go or keep to the LEFT

10 SOS/OK Boards As detailed in the Eligibility and Specification Guidelines that accompanied the Supplementary Regulations and formed part of them, all participants must carry an A4 size white board with a red SOS on one side and OK on the other. This should be used after an incident to indicate to following participants if medical assistance is required (SOS) or that the crew are safe (OK).

Participants observing an SOS sign must stop to offer assistance (which would usually be to call the relevant public emergency services). If you see a crew displaying an OK board, the Regulations do not oblige you to stop, but if you are not too pressed for time we do hope that you will voluntarily do so and offer any assistance the crew may require (such as a tow out of a ditch) - this is normal rallying good manners. Even if you don’t stop, please take a note of the location and report the incident at the next control. These boards are available from John Wood (our Chief Marshal) at InCompass, tel/fax (+44/0) 1409 211647, email [email protected], and can be delivered to Scrutineering, but you MUST order them in advance.

11 Recovery Services Sweep vehicles will following the routes of the Reliability Trial and the Classic Car Tour. The purpose of these vehicles is to provide quick roadside fix help to any participant in difficulty to get moving again. They are not there to recover irreparably broken down vehicles or repair serious problems.

12 Emergency Telephone Numbers For any medical emergency, road traffic accident or fire, you must IMMEDIATELY telephone 999 for the appropriate public emergency service. The organisers’ assistance service is not equipped to deal with serious incidents. If you do need to contact Rally HQ, the mobile telephone number is 07786 333820; other numbers are shown below.

13 Notification of Retirement and Damage Declaration Form If you retire en route, please fax your Retirement/ Damage Declaration form to Rally HQ between the times shown, where it can be handed to the Secretary of the Meeting. Please do not abuse this service as we rely on the goodwill of the venue owners for the use of their fax machine. After the event, non-finishers MUST fax this form to HERO at (+44/0) 1886 833144.

14 Fuel Please note that in the remoter parts of our route, availability of Lead Replacement four star petrol is scarce. Most fuel station however do sell additives to enable cars to use normal 95 RON unleaded fuel. However if your car requires additives, I suggest that you carry a few bottles of with you in case all of the stock has been bought by previous competitors.

15 Alcohol No member of a competing crew may, on any day during the running of the event, consume alcohol of any kind prior to completing that day’s run, nor drive a vehicle of any kind after consuming alcohol. The penalty for this is IMMEDIATE EXCLUSION.

16 Hotels Enclosed with this document is your individual hotel rooming list for the rally. In some overnight halts many different hotels are being used. Although all of these hotels have been approved by the organisers, they inevitably vary in standard. We have tried to give everyone a fair balance of quality over the event as a whole. Do please bear with us in what has been a difficult task.

19 Dress code We appreciate that many crews are travelling in small cars and luggage space is at a premium. Therefore we do not insist on any formal dress code for evening functions. We would ask that you dress relatively smartly, but there is no need for a jacket or tie. Specifically, part of the Sponsor’s farewell function on the evening of Friday 16 May will be held in the open air so you should make sure that you dress for a chilly Scots night! However, you will be getting a nice warm pullover at Rally Documentation.

20 Baggage Van The organisers will provide a baggage van that will be at the locations shown below. This can carry one normal sized suitcase per crew. It is the crew’s responsibility to drop their luggage off and pick it up each day - this may require you to travel with all of your luggage for up to 20 minutes or so. All luggage to be carried this way must be clearly marked with the competitor’s rally number to ease identification.

21 Judges of Fact All officials named in the Regulations, Bulletins and Final Instructions are deemed Judges of Fact. In addition, all Course Car crews and marshals at controls, checks, tests and timing points will be deemed Judges of Fact in respect of their official duties. This includes checks set up to observe driving behaviour, noise etc.

22 Liège Timing Clipboard Integral to the Liège Timing system that we will be using on this event, is a microchip attached to a clipboard. You will be issued with one of these clipboards at Documentation, and must return it at the final control. If you do not return it you will be charged £10 for replacement.

23 Baulking The event uses many narrow roads where overtaking is difficult. If another car (competitor or otherwise) comes up behind you, it is obligatory for you to slow down and pull over to let them by, even if this means coming to a complete stop in a narrow gateway. The penalties for baulking (Regulations, Article 14) will be strictly applied. Do not allow a line of rally competitors to build up behind you, as this forms an instant queue (with consequent delays) at the next test of regularity start.

Please let rally officials overtake - they may be late for their next control!

24 Rallymaps Mapbooks Rallymaps have asked us to advise competitors that they will not be bringing spare copies to Edinburgh for ad hoc sale. RT competitors who want a Mapbook (and who have not already ordered one) MUST ring Rallymaps URGENTLY on (+44/0) 2890 808808, or fax their order to (+44/0) 2890 808809, or email [email protected] Classic Car Tour participants should NOT order a Mapbook, as theirs is included in the entry fee and will be automatically given at Documentation.

25 Official Photographers Our official Competitor Photographer, Tom Coffield Snr, will be out and about throughout the six days of this year’s rally. He will have shots from the first few days of the rally available for viewing and ordering by the end of the event, and proofs of all shots of your car will be mailed to you at home a few days after your return. Our official Press Photographer, Mike Johnson, will also cover the whole event - please help him if asked (e g by moving your car or yourself).

26 Charity Shield Please remember that we give this important trophy to the crew collecting the most money for a bona fide charity of their choice. In the past, some impressive sums have been raised. Do please have a go, and hand the form in at Documentation.

27 Team Entries We hope, too, that you will want to enter at least one team, and ideally one team in each category. Do please contact your fellow competitors and submit your team entry form.

28 Protective Sheet In the past we have had a few problems with oil and other fluid being deposited on car parks and private property. If your car is prone to leaving a little mark behind, please bring along a plastic sheet to place under the car when it is parked for any period of time. It is important for the reputation of the classic car movement that everyone behaves responsibly in this matter.
